Port-au-Prince. Haiti's National Police said it has arrested a suspected mastermind of the assassination of President Jovenel Moïse. The man was a 63-year-old Haitian doctor who resides in the U.S. state of Florida, interim police chief Léon Charles told a press briefing Sunday. The man had recently arrived in Haiti on a private plane in an attempt to usurp the presidency, he said. Senior officials from the U.S., who are expected to help with the investigation, met Sunday in Haiti with Charles as well as with protagonists in the simmering power struggle there.

The doctor is accused of hiring the Colombian mercenaries suspected as assassins through a Venezuelan private security firm based in Florida, police said. He was the first person they called after the assassination, they said. Evidence was found in his apartment, it said. The man had been in contact with two other backers, it said. He is the third U.S. resident of Haitian origin, and the 21st man overall, to be arrested as a suspect after the assassination. The other two also reportedly lived in Florida, which is only about 1,000 kilometers from Haiti.

The 53-year-old head of state, Moïse was attacked and shot at his residence on Wednesday night. His wife was seriously injured. According to police, 26 Colombians and two U.S. citizens of Haitian origin carried out the murder. They had posed as agents of the U.S. anti-drug agency DEA. Three of the Colombians were killed, the other five were still being sought. The background to the crime remains unclear. Speculation was caused, among other things, by the fact that the president's guards apparently offered no resistance.

Parliament, unable to pass resolutions since early 2020

Interim Prime Minister Claude Joseph has led the government since the murder, although Moïse had appointed neurosurgeon and ex-Interior Minister Ariel Henry as his successor as recently as Monday. Henry said in an interview that, from his perspective, he was the true interim prime minister. The Senate elected its president, Joseph Lambert, who supports Henry, as interim head of state on Friday.

However, the House has lacked a quorum since early 2020 after an election failed and the terms of most lawmakers expired. The Supreme Court chief justice died a few weeks ago as a result of Covid-19. Presidential and legislative elections are scheduled for Sept. 26.

The international community has so far recognized Joseph, who is also foreign minister, as a contact. His government asked the ex-occupying U.S. to send troops to provide security and protect infrastructure. The request is under consideration, Pentagon spokesman John Kirby said. The focus at the moment, however, is on helping with the investigation, he told the Fox News network.

Allegations of corruption against Moïse
To that end, high-ranking officials from the U.S. Federal Bureau of Investigation and the Department of Homeland Security, among others, have been sent to Haiti. These also met with him on Sunday, according to Lambert. Together, they acknowledged his election as interim president and discussed next steps, he wrote on Twitter. Shortly after, Lambert tweeted that he was outraged, saying Joseph had slandered and insulted his rival Henry in front of the U.S. delegation.

White House spokeswoman Jen Psaki had also announced an early delivery of vaccine against the coronavirus - so far completely lacking in Haiti, the poorest country on the American continent. The number of cases there has recently increased significantly.
